Aragona Village Pencils Out As An Airbnb. Virginia Beach's Zoning Map Says No.

The math looks clean on paper. A median sale price around $349,000 as of March 2026, homes moving in about 18 days, a location five minutes from Town Center and a straight shot to two of the region's largest military installations. For an investor running numbers on a laptop, Aragona Village reads like a textbook furnished-rental buy.

Then you check the zoning map, and the math stops being about comps. It becomes about a line the city drew years ago that has nothing to do with price per square foot.

The Line on the Map That Actually Decides This

Virginia Beach does not let short-term rentals operate wherever an owner wants to put one. The Virginia Beach Planning Department says the city confines whole-home short-term rentals to two places: the Sandbridge Special Service District and the Oceanfront Resort Short-Term Rental Overlay District. According to GetChalet, outside those two zones, a property can only legally operate as an STR if it falls into one of two narrow grandfathered categories: registered with the Commissioner of the Revenue and paying transient occupancy tax before July 1, 2018, or holding a conditional use permit granted by City Council before September 7, 2021.

Aragona Village sits in neither overlay. It is not Sandbridge. It is not the Oceanfront resort strip. Unless a specific address already carries one of those two grandfathered statuses, a whole-home Airbnb there is not a permitting hurdle to clear. It is a use the city does not allow at that location, full stop.

Here is how the two paths actually compare:

Sandbridge SSD / Oceanfront Overlay Aragona Village (and most of Virginia Beach)
Whole-home STR eligibility Permitted by right (Sandbridge) or with a Conditional Use Permit (Oceanfront) Prohibited unless grandfathered pre-2018 registration or pre-2021 CUP
Annual zoning permit Required, $500 Not available to apply for
Tax stack on nightly rate 15% to 16.5% combined city and state, plus $2/night Not applicable, use isn't permitted
Home sharing (owner present) Allowed with registration, no zoning permit Allowed with registration, no zoning permit

That bottom row matters. Home sharing, where the owner lives in the property and rents a room while present for the stay, does not require a zoning permit anywhere in the city. But that is a different business than what most absentee investors have in mind, and it rules out the buy-and-host-remotely model entirely.

Grandfathered Doesn't Ride Along With the Deed

Say a home in Aragona Village genuinely does carry one of those pre-2018 or pre-2021 exceptions. That still doesn't solve the problem for a buyer, because the permit does not transfer with the sale. A new owner has to reapply from scratch, and reapplying doesn't mean approval, it means starting a process for a use the property no longer qualifies for once it changes hands outside the original grandfathered window.

In practice, this means the exception dies with the seller in most cases. An investor cannot buy their way into legacy STR rights the way they might inherit a favorable tax assessment or an old survey.

The City Just Put Teeth Behind the Line

Virginia Beach also isn't treating this as a soft rule. In 2025, City Council voted to make short-term rental zoning violations a criminal penalty instead of a civil one, acting on recommendations from the city's short-term rental task force. In a WAVY report on the changes, Councilmember Worth Remick said:

"They made 20 recommendations total, some for our city staff to use better practices for implementation, as well as regulation enforcement."

Council adopted several of those recommendations that session, including a requirement that STR signage list the property manager's name so violations have an accountable contact.

Even the boundaries of the legal zones themselves are not fixed. In 2026, the city's zoning administrator proposed redrawing the western edge of the Oceanfront overlay, pulling it back from North Birdneck Road. Under that proposal, STRisker reported that 281 currently compliant short-term rentals would stay inside the new footprint, but 107 would land outside it and lose their eligibility. The city has said it is working with those noncompliant operators to bring them into line with the new boundary.

The takeaway for anyone circling Aragona Village isn't just that the neighborhood sits outside the map today. It's that the map itself moves, and it moves in the direction of fewer eligible addresses, not more.

What Aragona Village's Own Numbers Are Actually Telling You

None of this means Aragona Village is a weak buy. It means the comps are answering a different question than the one an Airbnb investor is asking.

Homes selling in about 18 days with prices up roughly 6.7% year over year as of March 2026 describe a neighborhood in strong demand from owner-occupants and long-term buyers, not a neighborhood where short-stay guest turnover would find a legal home. The speed of the market and the price appreciation are both signals about how badly people want to live there permanently. That's a different signal than nightly-rate viability, and treating it as the same one is where the Airbnb math breaks down before it starts.

The Renter Base That's Already Waiting

Here's the part the zoning restriction actually opens up rather than closes off. Virginia Beach sits alongside Naval Station Norfolk, the world's largest naval base, and hosts Naval Air Station Oceana, the East Coast's master jet base, together anchoring a military community of more than 80,000 active-duty personnel and their families. On-base housing at Oceana is privatized through Lincoln Military Housing, but privatized on-base inventory doesn't absorb every incoming family, and PCS orders run on a calendar that doesn't wait for on-base openings.

That overflow is what furnished, longer-stay housing serves. Off-base three-bedroom rents in the Oceana area typically run in the $1,800 to $2,200 monthly range, and a furnished home ready for a service member's arrival date solves a real logistics problem for someone relocating on orders. This is a straightforward rental model in Aragona Village.

A furnished long-term strategy in a neighborhood like this generally needs:

  • Standard landlord or dwelling-fire insurance rather than a short-term rental endorsement
  • Furnishing and turnover planning built around move-in dates tied to PCS timing rather than weekend guest cycles
  • Property management that can handle tenant placement and turnover between military or traveling-professional renters

Before You Write The Offer

If a property in Aragona Village is being pitched or priced with Airbnb income in the projections, that's the point to stop and verify rather than assume. Get a written determination from the city's planning department on the specific address before any offer goes in, not after closing. Confirm whether the listing agent's income estimate assumes STR revenue or long-term furnished revenue, because those two numbers come from entirely different legal categories.

A Couple Questions This Raises

Could I just do home sharing instead? Only if you plan to live in the home and be present during every rental period. That rules out the absentee-investor model most people have in mind when they say Airbnb.

What if my street eventually gets added to an overlay district? Overlay boundaries in Virginia Beach have moved before, but the 2026 Oceanfront proposal would shrink an overlay, not add streets like yours. Buying speculatively on the chance of a future boundary change isn't a plan, it's a bet on a City Council vote that hasn't happened.

The neighborhood's fundamentals, the price point, the demand, the location next to two of the region's largest employers, are real and worth acting on. The path to acting on them just runs through furnished long-term housing rather than a nightly listing, and that's a strategy Just Call Coco already builds and manages for owners across Hampton Roads. If you're weighing a purchase in Aragona Village or anywhere nearby, let's talk through what the numbers actually support before you make an offer.
